J.E. Wall Victoria Manor is a 112 unit Senior apartment complex located in Riverside, California on  historic Victoria Ave. Workforce Homebuilders LLC, in partnership with Portrait Homes, Inc. and The St. James Church purchased the property in October, 2007 and began extensive rehab of both the interior and exterior of the units and completely redesigned the clubhouse and rental office. Construction was completed at the end of June, 2008.   The property had completed it’s fifteen year affordability restrictions and was scheduled to be sold and possibly converted to market rate units. Workforce Homebuilders, Portrait Homes and Saint James Church worked tirelessly with Centerline Capital and the City of Riverside to preserve the affordability of the units for the next 55 years and revitalize the property to become the jewel of the neighborhood.
