J.E. Wall Victoria Manor Senior Apartments

J.E. Wall Victoria Manor is a 112 unit senior apartment community located in Riverside, California on historic Victoria Avenue. Workforce Homebuilders in partnership with Portrait Homes, Inc. and the St. James Church created a new tax credit limited partnership to purchase the property in October, 2007 and began extensive rehab of both the interior and exterior of the buildings of this early 9% tax credit building, including completely redesigning the clubhouse and rental office. Construction was completed at the end of June, 2008. The property had completed its fifteen year affordability restrictions and was scheduled to be sold and possibly converted to market rate units, displacing many of the lowest income seniors. Workforce Homebuilders, Portrait Homes and Saint James Church worked tirelessly with Centerline Capital and the City of Riverside, through a bond and 4% execution coupled with greater city participation to actually increase the affordability of the units for the next 55 years and revitalize the property to once again become the jewel of the neighborhood.
